If I have a group fall apart at 5/7, I can’t join any other groups for that boss specifically?
So, now, I am a tank who has to start my own 5/7 group and potentially lock out other people (nobody’s going to join, by the way). And I have nothing to do for two days. That’s fun and intuitive game design.

It means grouping with people interested in doing what’s provided. All this is going to do is make me never do anything besides a guild group and, even then, not even invite anyone from my own guild who can’t do the content.
This is the -exact- opposite of social.

You should bot trust everyone at face value. A group wont fail if you prep. If they earn your trust by show8ng proper items you will clear it. Problem solved.
