The info in your website article is wrong.
…and my understanding of the frequency was wrong.
Looks like the only bug here, is that the website states it happens on the hour, when it happens at 1/4 past the hour.

The tapping of the keg (event which creates the XP buff) is only twice a day, at 6 AM and 6 PM server time.
I don’t know what you’re expecting, but if it’s an hourly event, this ain’t it.

i’m wrong, and the article is wrong.
everyone is wrong, all the info available about this holiday is wrong, and it’s a complete cluster 
the buff goes out at quarter past the hour. (not on the hour, like the article states)
there is a yell which goes out at around 12 minutes past, then a countdown as they arrive at XX:15
I’ll stop spamming posts, and check back at 6:15 am/pm
It’d be absolutely diabolical if it happened ON the hour, when people are being sent out of the immediate area to go collect stuff 
Currently 6:17 server time.
No announcement.
No arrival.
No countdown.
No buff.
