Hello.
I don’t see the purple (blue) xp bar.
No matter how much I keep playing, the level doesn’t go up.
Also, when I join Random Battlegrounds, the game doesn’t start.
What is the cause?
You likely halted xp gains at some point either accidentally, or just so long ago you don’t remember doing it. (I was victim of not remembering I did it once.)
You can turn your XP gains back on in SW or Org by talking to either Behsten (alliance) or Slahtz (horde)

I had the same thing happen to me and had the question answered on the support page.
I was hoping this was my problem but it isn’t. I returned to game a couple days ago. I have exp bars on all chars (and realms) except for 1 char, who is now level 40. The other level 40 chars made level 41 just by doing a cooking quest… they just needed 1 point. This one char did not. That’s when I noticed no exp bar. When I went to see the NPC in Org (Slahtz) he only offered to turn exp off… not ON. What am I missing?
At the risk of sounding like tech support… did you try turning it off and back on again?
Something that can block it is if you’re actively tracking a reputation as well. If you have a bar where the xp bar should be for that, you can go into your reputations (Default hotkey “u”), find the reputation that is being tracked and turn it off from there.
Short of all that, if you’re using any UI addons, this could be causing a conflict. Try turning that off and seeing if the XP bar pops up.
I did check if I was tracking a rep but wasn’t. I tried to turn Carbonite off… I think it is my UI addon. Nothing changed on my exp bar.
So I looked at the support topic & it said to try resetting the WoW interface (basically renaming the Interface, Cache & WTF folders with the prefix of “old” & uninstalling my Addon manager-- CurseForge). I did that late last night… Behold, I can see the exp bar on that char now. 
Now I need to reinstall CurseForge, clear out all my addons & add them back one by one to find the offending addon. I dreaded that this was the prob. But, once fixed, it’s fixed.
Are there any other good Addon managers? I liked using Curse but having to now also use OverWolf is not a good thing. Overwolf is a heavy memory hog on top of my addons & I don’t need or want to “dock” anything.

Glad you got it fixed! A UI reset was going to be my next suggestion, so looks like you found it ahead of me. 
As far as addon managers go, there are a few out there, but I like Wowup currently. It’s super lightweight and has most of the functionality that overwolf has but without the privacy issues.

Hmm… I probably need a new UI addon too. My addons were selected a decade ago. I’ve been out of touch on current WoW favs for that long.
Suggestions?
I prefer the default UI personally, but most of my friends are using Elvui and seem to like it.
