The best we can do is continue to report the bug and spam the hell out of Blizzard’s social media. Personally I’ll be hitting them up on FB and BlueSky. Surely they’ll have to take notice at some point.

Can’t believe this is still broken. So wish I had looked into this deeper before I committed so much time to building up to the final kill. Makes me see new achievement opportunities in a very skeptical light.
As of a few days into 11.1, pre-season, still no Xemirkol spawn.

I only Started trying this yesterday been exalted for a long time, only need a few more rare’s for jungle stalker which i got easily but found this forum while looking if i am doing something wrong to find Xemirkol. I have just put a ticket in to ask about this I don’t know if i will get an answer but mentioned this post and if i could get confirmation That it is still obtainable. I will come back if i get a response. Here’s hoping.
EDIT: I did receive a response to my ticket, I had asked if they could confirm if he was still in the game or if i am wasting my time. this was the response 
I understand that you can’t get “Predator” achievement. I checked our database and in order to get the achievement, first thing you need to get Jungle Stalker achievement
, after that use the crystal

Still seems to be bugged. Have all the requirements, but still doesn’t spawn. Blizzard, do better. People pay for the service to use the game, make the game useable.
This is clearly just an AI response, not a real human being. It didn’t consider what you already included in your ticket, just noticed key words about the initial problem and only saw it as “issues with Xemirkol” or whatever, and gave you an automated common knowledge answer that anyone who’s fully grinded for this would already know for months now.
Blizzard CS is useless and pathetic. And old content bug fixes/rare spawns are at the bottom, if not absent from their priority list. I’ve pmuch given up on the title until I see a blue post in any of the Xemirkol threads i’ve posted in about it.
Should’ve just obtained it pre-TWW sadly. Lucked out here.

Iv also spent days hunting and failing to locate Xemirkol with the master hunter’s seeking crystal.
I suspect that there might be a bug or problem with the crystal’s ability to phase into Xemirkol itself. Though it could simply not have spawned all together… I’d love to see this fixed.
This thread keeps getting drowned out by other bug posts, we’re already at a disadvantage enough with this being old content.

Iv commented in all of the “Xemirkol is bugged and unlocatable” bug reports i could find in hopes to raise attention to blizzard, i also put in an ingame bug report almost daily and i intend to keep doing so. In conjunction with the continued and fruitless use of the Master hunter’s seeking crystal, this is were the hunt has lead.
I’ve read a lot concerning this topic now, all i could find on the internet.
I’m relatively certain its a phasing bug or phasing inconsistency. The inability to correctly and consistently phase into Xemirkol’s isolated instance using either the Master hunter’s seeking crystal or the regular hunter’s seeking crystal, answers all the questions concerning warbands, warmode and updates.
