Xal'atath's Guile is not increasing enemy damage

I can’t link the warcraftlogs on here, but it’s reports VCHrGT2RgW3Zv4kq and WAhF2KwrJLbHy67a.

Level 11 damage is 3149034
Level 12 damage is 3465153

3465153 / 3149034 = 1.1

So it’s just doing 10% more damage from level 11 to 12, which is the normal key scaling
It should be doing 30% more damage, or maybe 32% more damage (1.1 * 1.2 = 1.32)
