I acquired the Xal’atath Blade of the Black Empire which has a level of 195. This is useless at my level 120 Shadow Priest. All of my gear is at 420 or better.
When looking at the artifact picture, there isn’t any artifact power added to this weapon. The artifact picture says:
This artifact’s power was sacrificed to draw out the darkness from the sword of Sargeras and stabilize Azeroth’s wounds.
I don’t remember giving permission to sacrifice the artifacts power but it is gone. The question is how do I get all of the components back to restore all of the artifact power?
I have searched the forums and google and find the quest line to acquire the Blade, but none on how to restore the full power of the blade.
Does anyone have any input on this problem?

its been turned off by Blizz after the end of the Legion expansion. All artifacts are.
Correct. They were only meant to be used during the Legion expansion, and there was an event that had the player use their artifact weapon to stabilize the sword in Silithus, disabling all artifact weapons. You can still slot up to 3 items on it, which will increase its ilevel.
I personally would have liked to keep some power when running alts through, but I get better gold from the AP items now. At the very least, I would have liked to run that last quest on alts, to use their weapon to stabilize the sword. Having a dead weapon doesn’t feel very powerful.
Also worth noting Xal’atath was the only weapon who wasn’t sacrificed to the sword in Silithus. Everyone else gave their weapons up to save the world, but not Spriests.
Which is why Xal’atath is still a character in BFA, and why Wrathion fed N’zoth to her. That way, when we all come back from Shadowlands - she’ll be finished eating N’zoth’s corpse, and she’ll be the new old god 
Chuck it in your bank. Progression has been capped for all artifact weapons from the legion expansion and now we’re supposed to use random sticks and shivs from quest mobs.
