I wouldn’t truly count all of those previous female villains where they were one and done or have a redemption arc.
Xal’atath is the first female character to be a real and total villain for the Worldsoul saga and is an elf (at least appearance).

Your criteria for ‘not truely counting’ is weird. Sylvanas is very much a villian in BfA despite now stuck doing Maw Dailies forever since end of SL.

To be fair, it’s entirely possible (and in fact HIGHLY probable) that Xal’atath isn’t the true main villain for War Within or even Midnight, and it’s still possible that Xal’atath is getting redeemed.
I’d be surprised if the true villain of any of the Worldsoul Saga expansions ends up being female as they have literally NEVER done a final raid boss for an expansion who is female, even though there are a few raids where the final boss is female.
I wouldn’t be surprised if the final boss of War Within winds up being Iridikron and for Midnight it’s some Void Lord, and then Last Titan is something like Iridikron again or it’s Sargeras or Odyn or something.
