I think she needs to be at least 30 feet tall or transform into a big monster or get more armor because she looks like she is a pawn to a much larger game.
Make it like a nightmare scenario where she becomes 30 feet tall and comes out or is a massive wall.
Right now, she is like a mid raid boss at the moment.

Well the elf form is from an elf mage she took over. Cuz I don’t think old gods look humanoid at all

Her outfit has some resemblance to a blood prince. Perhaps that is a clue how she will fight? 

Whatever the case, her chin will definitely be able to take a fist or two.

She’s barely even a notable character at this point, let alone a raid boss. I would rather they develop her over a couple of expansions than be the obvious end boss for TWW.

Shes been built up over 3 expansions and even appeared in SoD.
She is the most built up character since Arthus.

We don’t know how the expansion will shake out, but I suspect either Xal’atath goes into her “true” form or is a council-style fight where she’s untargetable raining down Void from above while we contend with other adversaries.
She grew a tentacle somewhere, so she’ll probably be bigger, uglier and somehow ppl will wanna smash.

How about she’s had very little character development up to this point?
BFA was just one quest wasn’t it?
My point was more along the lines of when you consider Arthas or Deathwing or Garrosh or Sylvannas, there was more than sufficient character build at this point before their expansions had even begun.
Comparatively speaking, she’s had very little build up to this point, which was why I was suggesting let her develop as more of a lead over a couple of expansions before she would feel significant as a final raid boss.
I hope we don’t fight Xal’atath directly. Every time we “killed” an old god, it felt like it diminished the story of that old god. Like, mortals should NEVER have a chance, no matter how many, at winning a fight against one directly.
I wish they knew how to do cosmic horror better.
