WW Monk Storm, Earth, Fire 2 charges getting used at once

Quick issue:
For the past few hours. I’ve noticed that everytime I’ve used SEF, it has used both charges and I’ve only pressed the button once. I have no macro, I purposefully went and tried it on a dummy and the same result. I only found one relevant thread so I’m not sure if this has been an issue. Lmk how yall fixed it or if you’re having this problem

Doesn’t do this on either my 80 monk or 60 monk, and it’s got a 16 second cooldown so it shouldn’t be possible to use both charges simultaneously even unintentionally.
