I think one of the biggest differences between TBC and Classic is that classic is enormous as opposed to TBC, not to mention the use of epic flying mounts. So getting places via summoning stones is convenient, but not convenient enough to warrant players use them as a resource.
Now… I may just be shooting in the dark here, but what are the chances players will take advantage of summoning to instance via summon stones?
Summoning stones are limited by player level, so you cant summon max levels to places like stockades. However, would that be something exploitative for max level content with access to a dungeon stone?
Since a huge staple of Warlocks are summons, and most of the major hot spots are max level areas. You would have access to zones with highly-contested gathering nodes, (without taking into account what “faster spawns” means).
And I actually like the idea of summoning stones, but it doesn’t mean i’m interested in harming game integrity for accessibility.

Funny thing about that, summoning stones have restrictions on how they work. Where as a Lock summons doesn’t, other then needing a lock, soul stone, and 2 people to summon anyone of any level.

Correct me if I’m wrong, but doesn’t only one person need to be the right level to start the summon, while the other person in the party can click on it regardless of level? I could of sworn during the tbc 2 week prepatch that my 60 mage was able to click on the SFK summoning portal after my “correct level” BE paladin started the summon (I have 2 accounts). I guess the person your summoning still needs to be in the level range…so maybe not a huge issue, but maybe something to consider tweaking. Heaven forbid they summon a warlock in the correct level range who can then summon anyone else regardless of level lol.
Other than that, I’m all for the summoning stone feature. I think it’ll help people who have more limited time to play in a day to jump into 5man groups when they don’t have to factor in the travel time, especially with this 12 month timeframe. I don’t think it is as bad as some changes that scream “retail”. Two people that are dedicated to do a 5man need to run to the stone still but then they can be rewarded for their hard work for spamming in chat / whispering people and saying they can summon them so it’ll be easier to get groups going.
