ive hit honor cap every week, for 4 weeks, even making sure to get another 2-3k honor to make sure i had enough.
but for some reason im only rank 11 and 10% instead of rank 11 and 40%.
doesnt make sense to me, have done this character at the exact same time as my other character on my 2nd account, and that character is the proper rank 11 and 40%
what would happen that made 1 of my characters 30% short. when theyve both gotten the same amount of honor.
because of this bug i now have an extra week of ranking

As always we must ask how many honorable kills you had.
Aside from that, it’s an unfortunate bug that sometimes happens.
Youre 57. I refuse to believe nobody told you you had to be 60. Which means this is a 
post.
You’re level 57 yes? If so “Ranker” is only accurate for level 60.
Also if you have any dishonorable kills that hurts you, additionally if you miss your projected cap even by a single point… GG well played.
The progression you’re allowed at lower levels is reduced, I dont know the ratio.

Not a bug. You’re level 57 which means the ranker breakpoints mean nothing to you. Reading is key.
