Everyone I;ve asked, everywhere I’ve googled, including WoWhead and other forum posts, everyone indicates it’s 100% drop chance.
I’ve been farming it for weeks on my 2 toons and still nothing. Unless there is some hidden criteria.
Edit: I should mention that I’ve previously completed Nice Hat quest from NPC in Tanaris.

It’s not 100%. It took several resets for it to drop for my toon. Just keep on farming.
Must be a classic thing? Appears to be 100% on retail.
Oh well, back to grinding!
Something weird with how it was implemented, probably.
Retail removed his original hat drop and replaced it with the toy (different ID)
Classic turned his original hat into the toy (same ID)
Do I have the non-toy version? The item I linked above. Is it the same thing? Brunned Hat.
No luck today either. Been over a week doing it daily on 2 toons…
The Famous Hat is a drop from the boss. The Haliscan Hat is the quest reward. The Famous Hat existed before toys were implemented, I believe it did exactly as the toy does, summons a cosmetic companion while it’s equipped. I didn’t even know it was a thing until this update though.
EVERYONE ATTENTION PLEASE
I play on Whitemane, Wrath Classic. I recently read a guide on lvl 1 twinking, and it had mentioned that the Don Carlos Hat was BiS for a lvl 1 twink due to having 127 armor. Apparently, at some point, this hat was BOA as a toybox collectible with 127 armor. Little did I know, this information is either outdated or just plain wrong. I ran Old Hillsbrad about 4 times trying to get the hat, but it didn’t drop. I then went and got the quest from Don Carlos in Tanaris, and the very next time I killed him, he dropped the hat. So I’m thinking you need the quest for this hat to drop, or maybe it was just a coincedence. Either way, I sadly discovered that as a toybox collectible, this hat is in fact, not a hat at all. It just lets you summon the coyote spirit, which is purely cosmetic. No hat, no armor, and a sad day for my lvl 1 twink. Hope this helps.
