This has been bugged for multiple weeks and clearly Blizzard doesn’t plan on doing anything about it.

Still bugged and had to come here to file a bug because the in-game bug reporter wasn’t working either.

Yeah I came here to make a thread for this as well, its pretty annoying especially when you have a piece of gear from this quest that your alts could use. Does blizzard still read these forums?
I’ve also noticed this. She no work for me.
Came to report that this quest will not allow me to interact with the npc to start it.
