I just bought a new rig. When I ctrl alt del and hit task manager, I find that my tweaking of the graphics settings plays a big part on how much the gpu is used. However, the cpu will usually cap out at around 20%. Is there any way to make the game use more cpu if you have a cpu that can handle it?

In Windows, the CPU usage percentage is the total CPU usage - not per core. Since you have a 6/12 processor (6 physical cores, 12 logical), that means 100% load on a single core is 1/12, or approximately 8.33%.
WoW is still fairly heavily dependant on a single thread for its performance. So as soon as one of those cores reaches 100% load (potentially just 8.33% CPU load) it won’t be able to run any better. 20% is likely to be one core at full, one fairly heavy, and the remaining 10 with small amounts.
If you want to watch individual core load, bring up the Task Manager, go to the Performance tab, select CPU, and then right-click on the graph, select Change graph to and then pick Logical processors. 12 graphs should show up, representing each of your cores.
On my 6 core twelve thread CPU the load looks like this just showing wows load not anything else
Core 1 is at 85 percent
Core 3 is at 65 percent
On my CPU the games core load is bouncing between 4-6 cores being utilized with 1 and 3 taking the majority of the load with 4 other cores bouncing between 5-20 percent

Hmm, I would say that is a fair assumption than. I guess the next question is, is there a way to increase the usage somehow? I feel like I have this pretty nice processor, but am not taking advantage of it.
Unfortunately No. The game is a lot more threaded then it use to be there is no way to make it use more of the CPU.
