Hi there,
Today when opening WoW it opens up in full screen mode except the windows task bar is still showing and covering the bottom of the WoW interface.
WoW is the only game it’s happening with. I have tried restarting my computer.
that is usualy a failure on windows explorer, usualy, its fixed with task manager and right click windows explorer at the bottom and restart, should fix that

If the issue continues after doing what Thargs suggested try placing the system into Selective Startup and restarting the PC.
