WoW isnt P2W, it is pay to have a chance to win, according to how much you pay. Pay enough and that chance gets to 100%.

A Game has a Final Boss. WoW has a Final Boss on Mythic Raid. Yeah, it’s right that you could buy a carry to get a kill of WoW’s Mythic Raid Final Boss. But after you did that, would you be able to come back and do it yourself?
If after buying all the carries and you get all ilevel 421s on all slots, would you be able come back and join a Mythic Raid group and contribute to the Final Boss kill? You would fail. You would be kicked out of the group becoz you dont know how to play. Is that how you define WIN?
And if you did buy all the carries to gear you up to maximum gear level around ilevel 421, what would you do on next Season, and the Season after, and on next Expansion? Would you buy carry over and over? Is that what you call WIN?

P2W is where you can directly buy power with real money. AKA a ton of phone games you can by boosts, gear, and services out right and you become powerful.
WoW does have the elements of what pay to win in the ability to buy currency, turn that currency in, and you get gold… at that point what you do is on you not the company. Yes you can get crafted gear (limited by essence), buy runs (raid/M+), buy arena carries (pvp), or other services. however that doesn’t mean you will get gear because RNG or be able to use the said gear to get the power a normal player would have with the same gear.
in the end it can be called p2w by the description but its not really in an MMO
The only thing you listed here that can’t be bought is removing valor and conquest caps.
I don’t see using WoW tokens to purchase player-run carrys as P2W. You’re not purchasing gear or achievements, you’re purchasing a slot in a team looking to get those achievements or gear. You could accomplish the same thing if for instance you were friends with a high end group and they offer you a slot for free after they get CE. I don’t want to make any rules against in game gold carrys because I don’t think we should make any rules restricting the ability of players to group with whomever they wish for whatever reason they wish. Nor do I think we should make rules about what items people are allowed to trade to one other so long as both parties agree.
I also think it’s important that the gold doesn’t come from Blizzard, it comes from another player. The gear likewise requires a real boss to die just like all other gear does, no change there. There’s nothing stopping you from getting that carry achievement/loot by either becoming good enough to run the content on your own or by using in-game methods to generate enough gold to pay for the carry either. There is no content that is exclusively locked behind the WoW token.
In the end, I find this discussion to be little more than academic. It doesn’t really matter whether or not we stamp the “P2W” stamp on WoW or not. We’re all aware of the interaction between the WoW token and carrys, but that doesn’t stop the game from being perfectly playable without doing that and your gameplay experience won’t be lesser in any way if you never buy a carry.

I think P2W would be things that you could only achieve or obtain by paying. However, outside of some transmogs and mounts, everything you can achieve or obtain by paying can be achieved just by playing the game. That is why it’s pay for conveniences.
