Nope.

I’m not even sure when it became an all the time pet.

BC introduced it as the 40 point talent for frost and even than it was a CD.

Why do you have to post this on a forum?
A simple google search will yield which patch and expansion the water elemental was introduced.

Without this post, I wouldn’t have found it on google. I was looking for it in the talent tree and learn able spells, but couldn’t find it.

In TBC they do. But you only play frost for PVP.
