Would you like and instant version of empower spells

Lets say you get to cast firebreath at rank 0, but it’s instant, do less damage but last longer than rank 1
I wished evoker had more instant cast posibilities, thus increasing mobility at the same time.

That decreases the utility of tip the scales.
