WotLK Druid - Mangle or Shred?

I’m trying a lv70 Druid on the PTR.

Mangle: 264% + 523 damage - 34 energy
Shred: 225% + 405 damage - 42 energy

Why is Shred part of my rotation if it costs more and damages less?

Shred gets its damage increased by Mangle’s debuff (or the equivalent Arms debuff), which is a 30% boost, and then with the Rend and Tear talent it does another 20% bonus if the target has a bleed. These make Shred hit really hard
