Don't just list expansions in some order from worst to best. Just list the expansion that you think was the worst and provide the reason.
Though I gave up on the current expansion and focused on alts once I realized it was mainly an artifact grind, I still think WoD was by far the worst expansion. Garrisons/followers did the game in for me, plus the lack of content releases. I felt forced into a "progression tunnel" along with everyone else.
WoD
Though I would give the lore and stories in it two thumbs up.
The gamplay/world design and Tannan Jungle were a dirty baby diaper of ennui

I liked em all for their own reasons. I will go with Legion though, only because the faction mounts being rng is such a kick in the teeth.
The grindy nature of everything + the rng make it hard to want to play.

Mop/wod because they didn't interest me enough to play... I liked the start of cata and quit when firelands was released / dragon soul I came back and looked at it like once or twice.
But I liked everything else, I liked everything except cata and then I'm playing now in legion, and I like legion, so I guess technically that makes wod the worst in my opinion.

WoD is bad because it failed in so many areas, I think the only reason I can look back in fondness is that it was the best time I had raiding, something they did very well there and just the overall guild experience I had was the best. But taking that bias out of the picture, it was a bad expansions overall.
Legion is heading that way, which is dissapointing because it showed the most promise of any of them.

WoD
probably because of hype. I got really caught up with it since it was then that I started reading all the Warcraft books. I read half a dozen books a couple of months prior to the release of WoD, and then the WoD storyline was lackluster. It was around this point that I stopped caring for the lore.
Garrisons further ruined the community where all I had to do was log in once a day to tend my garden and mine some rocks and wait for raid nights. And let's not forgot the selfie cam patch!

WoD and Legion are about the same. More facebook/menu mini-games which are required to stay ahead. Tanaan and Broken Shore aren't too different. Both expansions started strong but have since died. Both also ruined PvP.
Cataclysm.
It was the beginning of the "ability-pruning-give-everyone-everything" game we have today.
Plus it ruined zones like Desolace, broke a whole lot quests (still broken) and changed the music in zones.
Eff that expansion! And give my Warrior back her Mace Stun!

WoD. They took as many risks as they could by cutting as many corners as possible, trying to sneak things past the playerbase (and then mincing words when they were called out on it), and every single patch had at least one laughable addition - with 6.1, the entire patch was. It was an expansion that stretched on whilst devoid of content with many many bad changes.
There are negatives to every expansion, especially Legion, but WoD's few good points were drowned by the many negatives.
Well, to be fair, most specs were pretty bland and nobody was overly "special" in Wrath. Cata's initial stance on healing was a lot of fun, and I liked some of the additions to DPSing too. I was overly critical of the expansion while it was current and in Mists, but after seeing WoD and Legion I realized we were too harsh on it.

Legion has issues but its far from being the worst this game has given us.
Nothing can beat Warlords. Warlords was nothing more than a filler expansion while more resources went to Legion. They were working on Legion before Siege even came out.
So much content was cut from Warlords to spare resources for Legion.

WoD hands down.
Legion.
WoD because almost everything failed in some regard. While I do give it props for the questing everything else was pretty bad.
You can only screw the lore up so badly when you use timetravel and blizzard really dropped the ball with it.

W.O.D The lack of content. The destruction of crafting. The garrisons removed players from the community.
The only good thing about it was they still had honor purchase gear vendors.

I have to agree on WoD. The raiding was good and better then cata IMO, but the lack of content and forced garrison was terrible. You logged on to do garrison stuff, and logged off till raid day.
WoD for the outrageous drought, insult added to injury after they said there would never be a drought as long as SoO again.
Legion is pretty much tied with WoD though. RNG on RNG and unnecessary time-gating artificially dragging out the length of content via passive play.
Honestly, WoD and Legion have made me appreciate Cata and MoP, which im not particularly fond of but could never match my ire for the latest offerings.

Legion is the worst.
The zone stories mostly seem totally unrelated to the Legion and are pretty bland. The only character I've really cared about was that one addict guy you help out and he thanks you for giving his life meaning before he dies.
I really hate how they continue to handle flight. I didn't mind it in WoD because I liked the zones and the stories. However when you have a zone like Suramar that is like pulling teeth to go through it becomes a problem. If they would do the Pathfinder model in the future and there's an underwater zone to complete it I'll quit. That would be the end.
"We want the talent trees to be easier and have more meaningful choices. Oh and here's a weapon with stacks of convoluted abilities on it. And you have to grind points to get them."
Which leads us to currency grinding. How many freaking currencies are there. You need them to do everything and every last thing is gated or time restricted. Much like a FTP game. But it isn't. We're still paying for monthly access.
Invasions that are on a real world schedule. If you don't log in at the right time of day, you can't do them.
Leveling professions now forces you into dungeons. The primary story line forces you into dungeons.
Everything is RNG dependent.
This is the worst state in which I have ever seen this game.

acctually , Tannan Jungle still better than this Broken Chore
WoD. No contest. WoD made Cata look like WotLK.
WOD
Levelling was good, art was amazing, music was amazing, but...it wasn't a true expansion. Just a filler patch with no content. Level to 100, raid or log off.
