This issue has been happening to me in the entirety of the Broken Shore zones, and only with the world quests that have the two sword symbol. I can see them on the map, I can go to where they are located, but they will not appear on my quest log and will not allow me to complete them. I am on a max level character, yes. But this is even more frustrating because this issue has only appeared after Dragonflight and it makes it difficult to farm Order Resources for older content. Is this being gatekept for only players who still fit the zone level or am I crazy?

Have you checked the magnifying glass on your world/zone map to make sure you’re tracking all the desired World Quests?
Are you flagged for PvP? Those could be World PvP only quests that disappear once you leave a sanctuary city.

I have been having the same problem with these quest mirages - quests show on my world map but as soon as I begin heading their way they disappear. The quest timer shows anywhere from 2 hours to 2 days so that didn’t run out. No, I am not flagged, not in a raid group and the magnifying glass has nothing to do with it. Seems to always be quests that promise a piece of gear my toon needs. Either fix this damn glitch or take the damn quests out altogether Blizzard.
That’s the problem though, those quests are for PvP (or more precisely, War Mode on) only. That’s why they give better rewards.
The reason you can see them in town is to advertise their existence to try to tempt you out there as prey. It is Blizz saying “hey come out and have a terrible time, and we’ll give you a prize”.
