World Quests Don't Scale down?

I unlocked adventure mode and world quests for alts. I had a lvl 70 world quest at 61 that was impossible without cheesing with other players. Enemies 2 shot my character (on a Shaman). The item lvl reward was a 226.

Is this intended? If so, if feels janky to offer a quest where even aoe can one-shot. Do World Quest not scale down? Or was that World Quest bugged?

I just had this happen myself, on a WQ in WS called Break the Breaker. Level 70 enemies (and I didn’t even look at the level really, and just ended up dead…).

Why is this a thing?
