World quests and ilevel

So i noticed as i sit at around ilvl 444, the world quests are not bumping up. on my alliance toon, when he was at around 438 ilvl, i was getting world quests gear at 430 and above, but now that i have switched to horde and sitting at 444 ilvl, they are still at around 415 ilvl. i thought that azerite armor would bump up some from 415 by now. am i missing something? i still have a azerite armor that is still kind of low, could that be it? any advice given good or bad would be grateful. plz help this scrub learn!

Nah. They never scale past 420. At least I’ve never seen it. Only emissary gives 445.

With one exception, Dungeon World Quests offer 430 gear currently.
