I completed the world quest this morning but no Fractured Spark of Omens. I got the Pinnacle Chest, but no spark. Please Help! Character Valdare Eldre’Thalas.

This also happened to me. I’ve seen several other people experience this. Mostly from people who completed the quest shortly after reset today.
I fall into that category as it was the first objective I completed right after reset.
Unfortunate. I did the same thing it was the first thing I did after reset. No fractured spark. 
I remember when I looked at currencies it said the runed was still the same cap as last week. Assuming something got screwed up.
I’ve tried doing all kinds of world events to get this to drop for me but no luck. This is a bug blizzard needs to address for players it seems.

I have the same issue. I submitted a ticket, and I think they’re still trying to figure out what’s going on. We’ll likely get our spark on the reset in a dungeon/delve/raid drop then get our next half when we do the weekly.
Same for me. did the weekly choosing the heroic Stonevault dungeon, no spark in the cache award. I’ve run countless delves, full clear heroic raid, full clear normal raid, still no fractured spark.
FYI Run This for proof:

Mine still says 6/7. Game bugged and didn’t give me one this week.
Update: After the reset on 10/15 I was able to get my missing fractured spark and the current week’s fractured spark.
