Hey guys, I am still confused about ilvl scaling works for Emissary and World Quest rewards. I submitted a ticket, but this seems to be their go-to response:
Right now my character is 377 with a lowest item level of 370 for every slot, but I’m only getting Emissary caches going to 370 and world quest rewards going to 365 or 370. Is there some trick I need to do?

However, Blizzard seems to prefer mass confusion and speculation to communication, so I say let the tickets flow.
For the record, this anecdote is a pretty good demonstration of why that recent blue post was utter hogwash. When a 377 isn’t triggering the newly elevated Heroic Raid Gear rewards, then the elevated rewards definitely were not needed to help people get to a 350 ilvl (for LFR CoS). I’m a Blizzard apologist sometimes, but that post was insulting.

I just assumed it would always offer gear 5 ilvls higher than what your average is or what your lowest ilvl piece is until you hit the max, from the way it’s been until now. If I hear anything from the ticket response I’ll post it here.
Bliz is confused as well since one emm rewarded 395 then the next rewards 385.
*with today’s reset the 385 reward is now 400
370 > 385 is 15 levels. If you break it down mathematically, at 377 you’re on the lower side of the midway point (7.5). At 378, or 379 you’d be closer to 385 than 370, and would likely be scaled up to the next step.
Granted, it doesn’t always work this way because Blizzard’s criteria supposedly looks at your loot history – Impressive that this system looks at your loot history but things like loot boxes don’t – and uses that overall calculation to determine how your reward scales.
But general rule of thumb, if you’re closer to Y, you’ll get Y reward. If you’re closer to X, you’ll get X reward.

Is there no such thing as 375 or 380 ilvl gear in BFA? I didn’t expect it to bump up to 385 already, but if there’s just a gap there I can try and get my ilvl up a few more points some other way.
Believe me, I know the frustration. My main is 382 currently. I have yet to see a single cache w/the new ilevel… Sigh. At this point I might as well forget about it and start fresh in 8.2.

Azerite gear always jumps in 15 level intervals. Other gear should go in +5 but you don’t see a lot of 375, 380, 390 stuff that isn’t warforged or titanforged. New non-azerite WQ cap is 395 so I suspect you’ll see more of that become common without WF/TF. Some of the Tortollan emissary rings/trinkets can be 380, depending on your gear at the time.

As with most things, Blizzard will only give you rewards when you no longer really need them. Just keep praying to the RNG Gods of this Casino game, and you’ll get something from them, eventually.
But don’t expect an upgrade from the Emissary rewards because it’s not going to come.

Azerite Armor caches from World Quests and Emissaries can scale up to item level 400.

At this time there are no current bugs with that system, and you are being awarded the correct item level rewards.
Here’s what we need to do to focus on if you would like to see changes to how those items are awarded or their item levels, and let the Developers hear your ideas. We happen to have couple of venues that you can use to get this done. I’m not sure if you are aware, but have you heard of our Suggestion Feature? I personally like this option the best as it’s very convenient as you can do it while you’re playing, it is automatically forwarded to our Developers, and unlike our forums it is just between you and them. To submit this we need to open the help menu in game and select “Submit Suggestion”.
The next venue would be our forum, found on our website at http://us.battle.net/forums/en/wow/. Others will be able to see your posts and openly chat about them. Sometimes this may lead to a more constructive idea, as others would be able to brainstorm along with you about the changes you would like to see! Just choose the forum that relates to what you would like to see changed and post your thoughts and ideas there.
The decision making process and all the changes that happen to the game is done by our Developers, sadly not Game Masters.

Well there is an apparent bug in weapon award damage levels. I have 370 1-h maces equipped. 395 gear level. A world quest just awarded me a 380 mace. The damage is significantly less than the damage from 370 maces. Care to explain that one bliz?

You bumped an old thread, and the reason why you got 380 weapons is because the base ilvl gear from world quests (Once you reach 380ish plus, but not emissaries) is 380.
Mythic dungeon loot is 400, random azerite pieces are 385, and the emissaries cap out at 415. That is the current structure of things since 8.2 started.
And the reason why the damage from your newer weapons was lower was because it likely had not your best secondaries. But don’t fret over world quest gear, get into dungeons and lfr/normal raiding.
Necro, but are you sure the one with low dps isnt a caster 1h with Int on it?
