Hey guys, it seems that you still have to complete the Waking Shores Storyline to unlock the Wrathion storyline.

This happened to me today. Havenāt had any issues with it since the start of Dragonflight, but today after the scheduled maintenance they didnāt show up for me and I canāt get keys or fragments.
Found out that even after i thought i had completed the quest line i was still short a few quests nd had to do em
try after killing at least 50 and realizing its bugged. Sebastion and wrathion dont show up for me. I think I actually chose a side a long time agoā¦ been 70 for months. I joined a quest group and they were collecting fragments but I couldnt. I canāt seem to find any guide that shows the proper quest line leading up to it. Most guides say āwhen you turn 70ā or when you do the dragon egg escort quest (which Iāve already done). Iāve completed all of the waking shores campaign and most all dragonflight campaigns except a few in Thaldraszus.

Iāve completed all of waking shores but I still dont see them or the skip dragon at the outlook. I did the quest where each npc tells you about why they chose one. I have killed hundreds of NPCās and no key.
