An artist can use AI to create, just like they can a pen, a camera, or a block of wood and a chainsaw. It all comes down to knowing how to use the tools you have, and your ability to take your artistic inspiration, and convey it to others.
The only problem is when someone uses tools to deceive in art, like when a photographer manipulates a photograph to change the subject matter in an image claimed to be documentary, or someone claims an AI illustration is their own drawing.
AI is just another tool. Like a camera, or a pen. Anyone can use it to create, but the ones with expertise will almost always get the best results.
