If you balance the raids around players not having world buffs, then the content is too easy when they have world buffs. If you balance the content around the players having world buffs, then you’re done after one wipe. You can not create properly tuned raid content with world buffs looming over. Disabling world buffs when entering raids would be the easiest solution, but giving other classes World Buff replacements like Warriors have could also work if you want to keep the same power level.

what no, people will save wbuffs probably for gear check low variable fights like patchy and saph. Also warrior shout and hunter 10% stats does even it out.
Its not just about MC. MC also has heat levels, some with new mechanics, that if you have entry level gear actually do create issues for average guilds. Thats not really the devs fault as its more of a side problem with difficulty levels. Heat 1 shouldnt be an issue for anyone without WBs. But the heat level examples illustrate what could be an obvious problem going forward.
WBs in general do just make the game impossible to balance. And it doesnt help with SoD balance is worse than 2019 classic vanilla balance.
You don’t need to do heat 3 if you’re not having anyone get buffs or going for the gear. It drops the same gear. It’s basically for the more hardcore among us to have a challenge. That’s it.

What are you talking about? You don’t need world buffs for Heat 3 at all, that’s what I’m saying. None of the MC difficulties are actually difficult, they’re just FR gear checks. The team can not make actually difficult content with world buffs existing.
I don’t think people want actually difficult content. Just going off the population drop offs whenever hard content is actually in the game throughout classic’s life span. Maybe you should find a way to make the content harder if you want a challenge, like speedrunning?

I’m not speaking for anyone. Just pointing out the reality the vast majority of wow players don’t want difficult content, which is reflected by population dips when content is too hard. That’s why LFR has been the most popular form of raiding pretty much since its introduction.
Also why M+ is popular. Path of least resistance to great gear, 5 people easier to organize than 10 or more for raiding.

You’re not calling out anything. There’s fall offs in player activity when content is hard. Most players on retail stop after doing LFR and instead do M+ instead of raiding. Mythic raids are cleared by an extremely low amount of players and very few even try in the first place. There’s nothing to argue here, there’s data to prove it. If you want a challenge in SoD stop using world buffs, don’t consume, and try to speedrun the raids.
