I’m now Rank Accessory with the Vizier, and he’s selected as my Pact this week. However, the Vizier’s Savvy buff (the 10% buff to Kej) is now greyed out. It says that I have to be at least Collaborator rank, but that’s a rank lower than the one I’m at now.

I am seeing this too. Currently 7/9 and past this rank, but it is greyed out.
I just verified that I’m getting 55 Kej for a Kaheti (sp?) Excavation, so it appears that the 10% buff IS still in effect.
