If I wanted to make a Worgen that looked like he was attacking with his claws, is the only real option Fury Warrior with fist weapons to be able do that?
Fury warrior, outlaw rogue, and …. To an extent… ww monk, although the animations on the monk might be a little further from what you’re looking for. But the other two, yes, transmog Wiley’s Backscratcher on a couple one handers on any of those and that’s about as close as you’ll get.

Crowley uses clawed fist weapons. Great compromise if more weapons can become fist weapons.

Its really just outlaw rogue unless you are completely fine with the 10%+ dps loss running single minded fury on Warrior.
Monks have a completely different animation.
Worgen really should get a racial that lets them use their claw animation instead of weapons.

Monk. They have access to a fist weapon that is invisible.
This is the primary hangup with what would otherwise be the obvious choice. If you’re going for a “savage hulking wolfbeast” vibe then “Karate McGee” is probably not going to get you where you want to go.
