Currently can’t be completed, either the trolls aggro or disappear. Assuming with the npc just vanishes that it was supposed to change into the spy.

This is also happening to me, unable to complete the WQ.
Same here for me and my guildies. Went through three times, had a vagrant each time that would rather than reacting hostily stand up, then disappear.
This happened to me as well. Just spent the last 15mins trying to complete it. Some of them just vanish and nothing happens.
Same here, having some disappear and the rest aggro.
I found two agents and they just randomly despawned on me. I tried something different and dismounted first before talking to the NPC(was on flying mount). The agent finally spawned and was able to complete world quest.
Still bugged for me. I’ve tried no mount, no druid forms, solo walking, ground mounts. Nothing is working so I’m going to say this is bugged.
so dissappointed in the game. use to be able to do this quest im not mounted and i still can not complete it. if it wasnt for my friends i wouldnt be here. make it so we have to farm ap and when we try u bug the quest on us thanks
