Woolomancer Charge - Volatile sheep hasn't appeared?

So I played through Legion and left after BFA. I somehow never did the original purple woolomancer hidden artifact transmog.

I did the 5 polymorphs in the broken isle. However the volatile sheep still hasn’t popped up yet. is it still possible to get this staff transmog?

It took me most of Legion to get it to proc. Just gotta wait on that daily rng.
