Did the scenario where you kill Commander Vorka(?) and end up handing that quest in at Embaari Village. After that I think you should get a quest to meet Prophet Velen at Twilight Glade but I got nothing. No follow up quest. Done all other quests I can get except those in Garrison. Have Garrison at level 2.
