WoD: Learning Salvage Yard blue print from quest reward doesn't allow you to build Salvage Yard

Realm: Terenas
Character: Roo (was lvl 48, while in “Iron Horde” timeline)
Completed Pinchwhistle Gearworks quest series,
Received blueprints for Salvage Yard lvl 1
LEARNED them.
Came to garrison, unable to build, says “don’t have blueprints”.

The vendor now sells this blueprints, but why do I need to buy if I had and learned them already? Feels like a bug.

Update: bought the blueprints from the vendor, and UNABLE to learn it because it says “You already know that blueprint”, but when I try to build - it’s grayed out and it says “Plans required”
So I am unable to build it.

Another update:
Re-login doesn’t help.
But complete exit game and restart actually did.
