WM isn’t balanced. initially there weren’t any ally in WM so people could get their quests done. the bonus gives ally incentives to do it,. they literally would not do it without the bonus. if getting killed in WM hurts your feelings turn it off. then eventually enough horde will do that that there will be no more unequal bonus because the pops will be similar.
