Withering Fire / Black Arrow proc not working with BM hunter?

I know there aren’t many BM dark rangers out there due to under tuning. I just enjoy the play style so I haven’t changed…

I’ve noticed fairly consistently when I pop Call of the Wild and I have withering fire then shoot black arrow I often only fire one Black arrow instead of 3 (4 if hunters prey is triggered). Sometimes this is for the entire withering first cycles, sometimes not.

Am I missing something? Firing 3-4 greatly increases the chance to reset the Black Arrow cool down. When it’s working I can sometimes get off 4-5 black arrow cycles and really great damage.

BM sort of got the raw end of the hero talent stick, DR is thematically not enough and is undertuned, and Packleader thematically ruins being able to summon one’s one pet and choose their own PVE/PVP talents as well… if anything Packleader is worse as with Dark Ranger you can talent out of the generic Tirisfall hounds.
