what if the final boss had a wipe limit, that when u exceed the limit–you toon is deleted.
not your items you just have to level all over again.

A hardcore mode would be fun. But all you’ll do with this is completely ruining raiding and make people get more toxic.
It would be insane, it would be great lol
Essentially Runescapes Ironman mode, I’d make it something you opt into, rather than something that gets sprung on people at random.

It would need to be different that the regular game. Diablo has it but diablo is one big dungeon (imo)

Then the raid would be nerfed or the progression rate would decrease depending on the limit .
If Wow had true hardcore mode where you die and character is gone forever , then there would be only one difficulty Normal mode 
Well yeah, it would probably need its own server even. So many tears and and so much anguish, I can see it now! lol

The way the game works, right now, is that you can’t delete a character without deleting the items the character had accumulated.
This idea is bad. Maybe it wouldn’t be so bad if takes everything that was on the character ( including banks) and mails it to a new character. But I would still be pretty bummed out having to relevel a character because of forced role play mechanics.
OP should look in to the Ironman challenge, in which part of the rules set is that if you die, for any reason, you have to delete the character.
Everquest ran a hardcore server one time and people did play it. If you died your toon was deleted (gear and all). I think the highest anybody got was low 30’s.
Far as wow goes that is a pretty bad idea. Nobody wants to level to max level and start over again if they wipe to a boss.
If it were Dungeon Queue runs until you died, I’d be all in. There are a few classes I haven’t played I’d have a ton of fun learning on the fly.
