it seems like the bug here, is that it shouldn’t really be showing as an available quest, when there are prerequisites.

As per wowhead comments, make sure you’ve completed the quest chain that starts at https://www.wowhead.com/quest=72900/keeper-of-the-ossuary , it’s a prerequisite for “Winterspring”.
