Is a Windwalker Monk considered to be a DPS character? (damage dealer)?

Yes. WIndwalkers are DPS.
WW IMO is the most fun melee dps along with outlaw rogue and unholy dk. Several on the monk forum believe the current WW is the best version ever. WW is fast and smooth with the best visuals and mobility of any melee dps. You can escape anything with chi torpedo and flying serpent kick.
WW has a combo point (chi) and energy system similar to rogue. It’s a little more involved than warrior, frost dk, pld, and dh. I would definitely read the icy veins WW guide and maybe watch you tube.
