Windwalker Monk Artifact Unobtainable

I started the class hall quests for my monk today and for the first artifact I chose the Windwalker weapon. I then received the quest “Off To Adventure” where you proceed to Ramkahen with Li Li, your only objective is to meet her in Ramkahen. When entering the palace she does not spawn and is nowhere to be found in any location surrounding the blue objective area. I’ve tried re-rolling, re-logging and restarting the quest but nothing has worked so far. I’m not sure if this has something to do with the Patch 8.3 N’zoth invasion and the changes to the palace it made with regards to NPC’s. At this stage because it was my first artifact chosen I am unable to continue the class hall campaign.

I searched the forums and the net for answers but couldn’t find any information, I submitted a ticket through the game but wasn’t sure if it went through. Has anyone else experienced a similar issue?

Your monk may be phased to BfA Uldum. Have you tried talking to Zidormi in Ramkahen to phase into the Cataclysm Uldum?
