Windscar Whetstone increases the cooldown to use your second on use trinket by 5/6 seconds.
Given this trinket is BiS for most melee a fix soon would be welcome. This bug was reported multiple times a month ago.
Tested with multiple trinkets all work appropriately when not paired with Windscar Whetstone.
Your second trinket appears ready to use however nothing will happen for a further 5/6 seconds.
