I understand how this could effect Classic more than BFA, but fact is people are playing classic just as much. Perhaps make it so once you have a level 60 on a realm, then you can get the buff.

People would make accounts for their alt characters and just powerlevel them. No different than now, expect for the exp buff.
The most I can accept for the #nochanges is Recruit-a-Friend, but that came around BC.
