The buff is more for reps than XP.
The fun part of leveling is all of the fun potions they give you and bags of goodies!
I do like getting noggenfoggers every now and then.

You really wouldn’t notice a difference as the 20% bonus from Winds of Mysterious Fortune is the same you should have had during the Anniversary Event, and possibly slightly weaker than the Turbulent Timeways buff the last time Classic TW was active.
If you are able to stack the buffs, there is a noticeable difference in XP per kill and XP per dungeon completion, but it only adds up to two, maybe three, less dungeons over levels 70-80.
I do like all the potions and the occasional satchel with leveling gear.

As long as you’re in DF or War Within content, yes.
I’ve done a few alts. I found it really easy to 70-74 in Follower Dungeons, especially Darkflame Cleft, since that yields a lot of Mysterious Bags. The bags have unique appearances in them so I wanted to grind them out on each armor type.
74+ is just a matter of doing every delve on the easiest rank possible for the delve quests. It’s pretty quick.
I remember seeing it was only in DF or TWW content but I haven’t played a brand new alt since TWW went live. Do you happen to know what level you can go into DF now? Did they make it the new default “starter” area the way they did BFA?
I did do a warlock 76-80 via delves and then a couple timewalking instances. I got a ton of those loot bags in the delves as well.
As soon as you want, depends what you pick as the starting area I guess. Either as soon as you finished Exile’s Reach or as soon as you can get to Org/SW.
Yep, DF is the new player experience now. So it’s level 10-70.

Map says level 10-70 for The Waking Shores beginning area. 20-70 for Ohn’ahran Plains, 30-70 Azure Plains, 40-70 Thaldraszus, 70 for the rest.
So pretty much out the gate you can drop into there
I vaguely remember that too now that you mention it. I believe you can go to dragon isles at 10 or 11 now. Pretty sure it was ever level you get dragon flying at.
I can confirm at level 10 you have skyriding, just leveled a void elf warrior less than a week ago.
