This seems to be a common problem, and you will see lots of solutions involving regedits, widget disabling/removal, focus logging, setting compatibility to Win8, or nuke from orbit reformat/reinstall. Microsoft support forums are pretty useless with what they suggest. BEFORE YOU DO ANY OF THAT:
Download the Windows 11 ISO from Microsoft: https://www.microsoft.com/software-download/windows11

Windows 11 can natively mount ISO. Double-click the ISO and allow it to mount.

Using File Explorer, browse to the root dir of the ISO and double-click the setup.exe.

Once setup launches, follow the prompts and select the option to KEEP your applications and files. Allow the installation to complete and reboot.

Remove any win8 compatibility settings from your game and launch to test.

I've implemented this fix on a dozen machines with success, and you get to keep all your apps installed.
