Technically it would be up to level 10 (pre-20), but let’s say it stays up to level 20 (pre-45). Why, FFXIV free trial is going up to level 60 with first expansion Heavensward. WoW could do the same by making the free to play up to the new level 20 (pre-45) and access to all previous expansions, or even level 25 (pre-60) and gain access to base, slow flying.
I mean we’re all speculating here but I’m guessing it’ll give access to the introduction Island and the existing starter zones up to level 10.

It will be level 10.
Make it through the starting area and learn the basics of your class.
Its currently level 20 but it takes you to level 20 to do your starting zone so nothing really will have changed
Just keep it at level 20, giving them a little more access won’t really hurt anything.
I wonder if free-capping a character at 20 (or 10) will still let you run dungeons on it? I consider that a semi-fun mini game when I’m unsubbed. Trying to blue up a 20 character can be cool for a couple sessions anyway. I have a feeling if they added more they think too many people would get too comfortable at the new artificial cap. Even though you can’t use the AH or much of anything, so your options no matter what are pretty limited.
I don’t see why they have to do anything really.
Thinking about how long it takes to get to 20 now, and how long I hear that it is taking to get to 50 in beta. People are going to sneeze and hit level 10 and go “Yeah, I got to play for 3 seconds before I hit my trial cap.”

The problem with it being level 10 is that you complete Exile’s Reach then you’re level 10 doing the rest of the content and stay there. You could do that, complete almost every expansion content and stay level 10 throughout the entire game session, minus Cataclysm zones which require level 25 minimum to access.
If they’re committed enough to play all the old expansions’ content, chances are they’ll sub when they run out of things to do. That’s why players move to the newest expansion. They need new things to do.
IMO they should up it to level 30. By then it’s more likely a prospective player will be hooked than level 10.
On my “free-to-play” sub-account (i.e. no subscription and no game time) my formerly level 27 Gnome (that I cannot play before pre-patch because it is “inactive”) is now level 13 after the squish, and can log in and play.
Looks like if people can free-to-play up to level 20, new players can play beyond Exile’s Reach and experience some of the “main game”.
I’ll experiment by creating a new character later tonight.
Was playing with a recruit-a-friend buddy yesterday during the pre-patch event. Can confirm that he did not pay anything and leveled up well past 10 and the starter zone. We did not hit 20, though (but close). I can update this with what I find whenever he wants to play again.
So I logged into my Dead Wow account and Found out you can indeed go up to lv20 since one of my twinks on that account is now lv 14 and playable
