I have a Gut feeling it might be a pre buy incentive thing if one more is planned for BFA.But i doubt it.
Are you going to race changed into a allied race on that guy when 8.3 drops?

Of course, there’s no way for me to know since I don’t work at Blizzard but I’d imagine allied races will continue forever. Which brings me to…increase max character cap for the account please 
They were very tricky with the wording in that interview, actually.
Q: “Will Calia and Derek join the Horde to lead the Forsaken?”
A: “Calia and Derek will not join the Horde for that reason.”
This reeks of the same (weak) spoiler cover-up like their response to the early playable Vulpera speculation… “Don’t take datamining as a guarantee that a race will become playable.”

I would have if it happened with 8.0, but at this point ill wait to see what happens with original race customization.
He also said that many of the forsaken will not accept her although some will.
