Title. Didn’t play in classic and I’m debating which class to play when it releases and was wondering if Mages had Time Warp back then.
No they didn’t and no they won’t.
The blood lust mechanic wasn’t introduced until BC and even then it was exclusive to shamans. Mages got Time warp in WotLK if I remember along with BM hunters who tamed core hounds.
That’s correct. It was part of the WotLK “bring the player, not the class” mantra, which translated into “there should be no mechanics exclusive to one class” and ultimately brought us to the lovely four-class system of Modern.
Likewise, shaman will not have Hex.
Wrong. That ability was added in Cataclysm.
Was Time Warp really LK? Am I going senile? I am pretty sure it was Cataclysm.

Honestly there is no reason to even argue about if it was in Cata or Wrath, it wasn’t in Vanilla and will not be in Classic. Point blank.
