It will have goblins, but not as a playable race.
Characters cannot be transferred into classic, even if they are playable in classic.

I assume because the OP has questions about classic wow. Perhaps they never played prior to cata?

Yes, as neutral NPCs.
No, Classic and BfA will not be connected aside from the subscription.
People are too lazy to do any research. Even if the OP didn’t play WoW at the start its super easy to figure out what race and class combos will be available.

Just as easy to ask a question here. He received his answer in less than one minute.
He could of found this out just googling vanilla wow races without doing a post.
He could have. Maybe he wanted to talk to people or to get a live perspective?
It is a yes or no answer. What perspective is needed? It’s not like us talking about it on the forums will convince Blizzard to add them or anything.

You got me there.
If you don’t pick Tauren, perhaps because you like being wrong, you can also make a troll, undead, or orc warrior.
If you want to play Alliance for some reason, the races you can choose are dwarf or something crappy.
If they are in classic why can’t they be played? That’s not fair…
Because they were a race in vanilla since 1.0?

Because they were made to be a factionless race. A race to be npcs for horde and alliance neutral areas.
But why???
