which method of frost damage are you using?
Last time I did this, I used a spear that proc’d frost damage and even then it took a few minutes to bring that down. I just skip this one since then as it wasn’t worth the time if you don’t have major frost attacks.
you need to hit him 30 times within the few seconds of him being frozen. best to just skip this boss if you’re going in solo without a class that can melee him fast enough

Once he’s frozen he needs to be hit by a number of melee attacks to shatter before he thaws. What helped me is a trinket from a rare in Kun Lai called the crate of puppies (or similar). When he freezes, hit the trinket and anything else you can do as melee.
