That’s true, before patch 7.3.5 it was level 16,however the problem is that Blizzard keep moving the carrot in the stick instead of set a limit now as i mentioned before during 7.3.5 was 98 that fixed class trials and low level and if you check chart for the change of level between bfa and SL, 98 was changed to 40. That’s a reasonable number to keep, even 50. But if they keep moving it, collectors lose attempts unless we spent a lot of time leveling again to reach the next limit with a tons or alts. If i don’t get the mount this year, i’ll have to level up like 30+ alts from 50 to 60 because i dont know if 10.0 will move the carrot again
